The Procurement Act 2023 came into effect on 24 February 2025, bringing the biggest shake-up to public procurement in a decade. Whether you're a contracting authority, a supplier, or an SME, here’s what you need to know—and how we can help.
Part 1: What it means for Contracting Authorities
The new Act replaces the old EU-based rules with a simpler, more flexible system. Here’s what’s changing:
- More flexibility: Authorities can now use a new “competitive flexible” procedure, allowing more tailored approaches to procurement.
- Transparency & Oversight: A new Procurement Review Unit will oversee procurement practices and ensure fairness.
- Focus on value: Contracts will continue to be awarded based on what offers the best overall value not just the lowest price. The new rules make this focus even clearer
- Digital by default: All opportunities will be published on the central digital platform, making it easier to manage and monitor procurement activity.

Part 2: What it means for Suppliers

- Open frameworks: Frameworks will be designed to be more open and flexible, giving you more chances to access new opportunities.
- Prompt payment: Stronger rules mean you should be paid within 30 days across the supply chain.
